A driver was in a monumental traffic jam in the middle of Washington DC. He was totally stuck in the middle of town.

Suddenly, a man came up to his window.

The driver rolls down the window and asks: "What's going on?"

"A group of terrorists has entered Congress and kidnapped the Members of Congress.
If we don't get 10 million dollars together by midnight, they will pour gasoline on their hostages an burn them.
So we're taking up a collection among the cars. "

The driver, reaching into his pocket, asks: "How much are the people giving?"

To which the man replies: "Well, if they have it... one ... one gallon, sometimes two or three gallons ..."
