Looks like the "steering stop" did not do it's job. Usually the cast post in the lower stem snaps off. That tank looks identical to the one on my wifes 2001 . I've really only seen the GZ250's in red...

Sorry to rub salt, but take this experience as a painful lesson learned... a 2001 GZ250 for $600 is priced extremely cheap and you unfortunately are finding out why...
