There should be a thin metal shim at the back of the pad, the brake will squeal if that's missing. Otherwise, try cleaning the brake rotor with a solvent.

If it has been sitting for a while, it's most likely that the carburetor is clogged. I never took it apart, but it's doable and there are several good posts and also videos about it I think....

Yes, AFAIK the battery powers the ignition, coil is under the tank. Not a coil & breaker switch in the flywheel.
