First of all, is it a problem ??
You said its old baked on oil, that's probably been there forever,...possibly leftover from a prior leak ?

The chain adjusters not being equal side to side will not have any effect on the spokes.
It can cause rear sprocket wear on one side or the other.
It will cause the bike's centerline to not track...

Stripped ?? A broad term. If the thread in the frame is still good, a new aftermarket screw will do it. But be sure to use that oem special shoulder washer to keep from damaging the plastic.
