You can bridge across the big lugs on the solenoid and "force" the starter to run......unless there is a cable loose or the starter is bad. Doing that bypasses the start switch and all the safeties.
Checking voltages with a meter is probably a wiser course of action.
My money is on the start button switch itself......or one of the safety switches.
