If you roll the bike forward or backwards a few inches, it should be able to shift into first gear. This is common with almost most bikes and is nothing to be worried about, it's normal behavior. You should shift into first before you come to a complete stop and hold it there with the clutch in while you are waiting at a light or stop sign, as a safety feature, just in case you have to move real quick, like when a car is coming up behind you and it doesn't look like it's going to stop (until he hits you).
