I checked and your Enhanced Editor was turned off. I turned it on for you, so you should see the smilies now when making a reply (not quick reply).
For anyone else that isn't seeing them, go to
User CP >> Edit Options >> Scroll to bottom of page, choose "Enhanced Editor".
By the way, we'll have a whole bunch of new smilies shortly.
