The problems you state regarding incadescent bulbs are valid but they have worked well for decades. Typewriters worked fine for decades so who needs computers? Land line phones worked fine for decades so who needs cell phones?

If they have 100 LEDs in a traffic light and they're replacing them because several individual LEDs have failed then they're soaking the tax payer. The only problem with LED traffic lights is in cold wet weather where there is no heat from the bulb to melt the ice/snow.

Insurance would only be denied if it were a contributing factor to the accident. They can't just deny you because you have a non DOT light.
