Please clarify. Was there tape on the filter holding window screen material around it? If that is correct, I am guessing the air flow to the carburetor is not adequate. Put a stock air filter on it and it should help solve the problem. Was this set up on the bike before you took it in to have the new tire mounted? The fuel and air mixture is critical to get peak performance out of the carburetor. If either one is modified, the bike will not run correctly unless you change the orifice sizes in the carburetor.
