Probably started out as a project involving an automotive engine and tranny but became lawn art. In other pics I have seen of this bike there are dual headlights in the skull eye sockets.

i'm betting that its a friction drive. check the right/rear quarter view. theres an oblongish shaped guard. i'm betting thats a cover for the friction drive wheel. i watched em build a custom bike using a friction drive. dont recall whose it was (big bear choppers or something). anyway, they used a bigbore v-twin and they were concerned whether or not the friction drive would destroy the tire or not. i'd bet its ideal with a flat profile car tire.
