YES, because it never is completely dry. Temp changes and the salt itself will draw moisture from the air.

I'd like to second Easy's long post. My fingers go numb riding my bicycle.

I had an experience last winter where, on a ride over to my mother's, I lost feeling in my fingers and had to palm the throttle and brake until I got to her house. Once there, I placed my hands on the hearth of her stone fireplace until I could feel them again. This all happened with two pairs of gloves on.
